The most important distinction is not simply “subscription vs monthly licensing” it is rather who owns/operates the protection service, whose data is being protected, and who retains operational control.
Veeam’s Universal License (VUL) is a portable subscription license for customer workloads, while Rental licensing is exclusive to VCSP partners and provides expanded rights to manage and protect third-party data. VCSP Rental also provides PAYG consumption, centralized licensing/usage reporting, and service-provider tooling.
Veeam Resell vs VCSP Rental
Which licensing model should you choose?
The simplest rule
Resell / Subscription
Customer owns the Veeam solution.
The customer purchases Veeam Subscription/VUL through a partner and uses it to protect their own data and workloads.
VCSP / Rental
Service Provider delivers the Veeam-powered service.
The VCSP uses Rental licensing to manage and/or protect third-party customer data as part of a managed service.
Resell or VCSP?

Decision 1 – Whose Data Is Being Protected?

Choose Resell when:
- The organisation is protecting its own workloads
- The customer is the end-user of the Veeam software
- The customer wants its own Veeam entitlement
- The customer wants a defined subscription term
- Veeam is being sold as a product/software solution
Choose VCSP when:
- A service provider is protecting customer/third-party workloads
- Veeam forms part of a managed backup or DR service
- The provider controls or manages the backup platform
- Consumption needs to scale up/down with customers
- The service is billed monthly or through a managed-service agreement
Decision 2 – Who Operates Veeam?

Important: Service Provider involvement alone does not automatically mean VCSP.
A reseller/MSP can sell a subscription to the customer and then provide professional services around the customer’s Veeam environment.
The distinction becomes much stronger when the provider is delivering an ongoing managed data-protection service using its VCSP rights and Rental licensing.
Decision 3 – Capex/Predictable Term Vs Pay-As-You-Go (PAYG)

VUL is subscription based and provides portability across supported workloads.
VCSP Rental is specifically designed around service-provider consumption and PAYG usage.
Decision 4 – Who Manages Licensing?

VCSP becomes particularly powerful at scale because the provider can centrally manage customer licensing and consumption rather than creating a traditional resale transaction every time a managed-service customer changes workload count.
Decision 5 – Who provides Support?

Resell/Subscription Support Model
With Veeam Resell / Subscription licensing, the customer purchases and owns the Veeam subscription for the protection of their own workloads. The customer therefore has access to Veeam technical support in accordance with the support level and entitlement associated with their subscription.
The reseller or solution provider can still play an important support role. Depending on the commercial agreement, the partner may provide implementation, administration, monitoring, troubleshooting, managed support, or other professional services around the customer’s Veeam environment. However, unlike the VCSP model, the reseller is not inherently required by the VCSP Rental support model to be the customer’s mandatory Level 1 support provider.
VCSP Support Model
Choosing the VCSP Rental model means the partner is not only providing Veeam licensing as part of a managed service, the VCSP partner becomes the primary support provider and point of contact for the customer.
This is a requirement of the VCSP support model. VCSP partners are responsible for providing direct Level 1 technical support to their customers and must have the technical capability, resources and processes in place to receive, triage, troubleshoot and manage Veeam-related issues across the services they provide.
The VCSP partner must be capable of:
- Providing Level 1 technical support for their customers.
- Acting as the primary point of contact for Veeam-related technical issues.
- Receiving and triaging customer support requests.
- Performing initial troubleshooting and diagnosis.
- Understanding and supporting the Veeam products used within their managed service.
- Collecting relevant logs, error messages and diagnostic information.
- Managing communication and updates with the customer.
- Escalating issues to Veeam Support when the problem cannot be resolved at the partner level.
- Continuing to own the customer communication throughout an escalation.
- Maintaining appropriate technical skills, support processes and service capability to support their customer base.
The important distinction is that a customer consuming Veeam through the VCSP partner’s Rental service does not normally contact Veeam Support directly. Instead, all support engagements are coordinated through the VCSP partner.

Subscription (Resell) Ownership Model

Customer owns the solution. The partner may:
- Design it
- Deploy it
- Support it
- Monitor it
- Provide professional services
But the underlying subscription belongs to the end customer.
VCSP Service Model

Service Provider owns the service. The Service provider can wrap Veeam into services such as:
- Backup as a Service
- Managed Backup
- Disaster Recovery as a Service
- Cloud Backup
- Microsoft 365 Backup Service
- Managed Data Protection
The customer buys an outcome/service, rather than simply buying a Veeam license.
Common Scenarios
Scenario 1 – Enterprise buys Veeam
A 500-user organisation has:
- 100 VMware VMs
- 20 physical servers
- Azure workloads
- Internal IT team
- Own backup infrastructure
They want Veeam for three years.
Choose – Resell
They are purchasing Veeam to protect their own data.
Scenario 2 – MSP manages backup for customer
Customer says:
“We don’t want to manage backups. Give us a monthly price per protected workload.”
Service Provider:
- Deploys/manages Veeam
- Monitors jobs
- Manages repositories
- Handles failures
- Performs restores
- Provides SLA/reporting
Choose – VCSP
This is a classic managed-service consumption model.
Scenario 3 – Partner sells Veeam + implementation
Partner sells:
Veeam Data Platform + Implementation Services + Annual Support Services
The customer’s IT team ultimately owns and operates the environment.
Choose – Resell
Professional services do not automatically make the opportunity VCSP.
Scenario 4 – Fully Managed Backup
Provider offers:
“Managed Veeam Backup — $X per VM per month.”
Service Provider controls:
- Backup policy
- Monitoring
- Alerting
- Repository
- Capacity
- Reporting
- Restore operations
Choose – VCSP
The commercial offering is a service, not simply a software transaction.
Scenario 5 – Customer wants flexibility but owns Veeam
Customer has:
VMware → Proxmox → Azure
and wants licensing that can move between supported workload types.
Choose – Resell / VUL
The fact that licensing is portable does not make it VCSP.
The deciding factor remains that the customer is licensing Veeam for its own workloads.
Final Decision Tree

Final Thoughts
Choosing between Veeam Resell Subscription licensing and VCSP Rental ultimately comes down to who owns the solution, whose data is being protected, and how the service is delivered. Resell is the natural fit when the customer wants to purchase and control their own Veeam environment, protect their own workloads, and operate under a defined subscription term. VCSP Rental is designed for service providers delivering Veeam-powered services to customers, providing the flexibility of consumption-based licensing, centralized management and reporting, and the ability to scale services across multiple tenants. For partners, asking the right questions early helps identify the correct licensing model, avoid unnecessary complexity, and create the right commercial and technical outcome, whether the customer wants to own and operate Veeam or consume data protection as a managed service.
